Meet Victor

Victor Roy was born and raised in California and earned his Bachelor’s degree in Geography from the University of California, Los Angeles (UCLA). He later earned his MBA from California Coast University in June 2024.

Following his graduation from UCLA, Victor began a 27-year career in the airline industry, ultimately retiring as a Service Director for United Airlines.

After retiring, Victor became actively involved in local Oceanside politics, volunteering for many years and supporting candidates on both sides of the aisle. His dedication to public service led him to run for office, and he was elected Oceanside City Treasurer in 2018 and re-elected in 2020.

During his six years in office (2018–2024), Victor managed the city’s investment portfolio with exceptional results. Under his leadership, the portfolio grew from $320 million to $550 million—an increase of approximately 70%—while maintaining balanced budgets and adhering to strong fiscal discipline.

Victor also served as Chair of the Citizens Investment Oversight Committee, where he worked to improve and expand the City’s investment policies. He conducted monthly economic research and presented detailed reports to the City Manager and City Council, ensuring informed and responsible financial decision-making.

He remained actively engaged at the state level through the California Municipal Treasurers Association (CMTA), where he earned his California Treasury Certification in 2019 and participated in ongoing continuing education in public finance.

Victor’s ability to collaborate with city staff, government leaders, and the public led to consideration for a position on the CMTA Executive Board in 2024. He chose to defer that opportunity while pursuing re-election.

Throughout his time as Treasurer, Victor maintained a strong commitment to protecting the City’s financial interests, ensuring compliance with California investment laws, and operating with integrity and transparency.

As a lifelong investor with extensive knowledge of stocks, bonds, and public finance, Victor brings both real-world experience and a deep understanding of fiduciary responsibility.

Victor is running for San Diego County Treasurer-Tax Collector to bring the same level of discipline, accountability, and proven financial leadership to serve all residents of the county.

I have a proven track record of growing public funds through careful, strategic investment. During my time in Oceanside, I increased the city’s investment portfolio from $320 million to $550 million while prioritizing safety, liquidity, and yield. I will bring this same disciplined approach to San Diego County—maximizing returns while protecting public assets and ensuring long-term financial stability.

I believe the public deserves clear, honest insight into how their money is managed. I am committed to providing regular, easy-to-understand financial reporting and maintaining open communication with residents and leaders. Transparency builds trust, and I will ensure that every financial decision is made with accountability and openness.

I support a zero-waste approach to government operations—eliminating inefficiencies and reducing unnecessary spending. By improving how resources are allocated, we can operate more effectively without increasing the burden on taxpayers. Every dollar should be used with purpose, care, and a commitment to serving the public.

Drawing on my successful tenure as Oceanside City Treasurer, where I delivered a balanced budget every single year, I am prepared to bring that same fiscal discipline to the San Diego County Treasurer’s office. My approach is rooted in the fundamental principle of living within our means—ensuring that every taxpayer dollar is managed with integrity and foresight. By transitioning my proven expertise in municipal finance to the county level, I am committed to maintaining rigorous oversight, protecting our reserves, and ensuring long-term financial stability for all residents.

A Lifetime of Community Service

Victor’s commitment to service began as a high school senior, when he rallied fellow honor students to support the Foundation for the Junior Blind. Together, they organized monthly dances and social events for blind students and even arranged trips to the Hollywood Bowl—including attending Barbra Streisand’s first-ever performance there in 1965.

Victor continued this work during his 27-year career with United Airlines, building lasting relationships within the blind community. He volunteered annually at the American Council of the Blind (ACB) conventions across the country—personally funding his travel and dedicating a full week each year to assist individuals from all walks of life. During this time, he also served as a stage manager for blind musicians and performers at the annual Blind Showcase.

Victor has also remained active through coaching and participating in local athletics, including tennis, pickleball, and 5K/10K events, as well as involvement in senior Olympic sports.

Victor has dedicated decades to serving his community—not for recognition, but because he believes strong communities are built through consistent service and care.
